NHS Arden & Greater East Midlands Commissioning Support Unit (AGCSU), on behalf of NHS

England (North Midlands) (i.e. the Commissioner) is carrying out an expressions of interest exercise for the Provision of Integrated Healthcare Services at HMP North Sea Camp, HMP Lincoln and Morton Hall Immigration Removal Centre

In addition to informing the market of the possible forthcoming opportunity, the commissioner would like to ascertain the views of the provider market on the preferred lotting strategy for any future procurement.

two.2.4) Description of the procurement

HMP North Sea Camp is situated in Boston in Lincolnshire, an open prison which currently houses approximately 420 patients. HMP YOI Lincoln is situated in Lincoln and is a category B prison and currently has 738 patients.

Morton Hall Immigration Removal Centre (IRC) is situated in Swinderby, Lincolnshire and will close in July 2021 in preparation for becoming a Category C men’s prison for Foreign Nationals with approximately 413 patients opening in December 2021.

A Short Term Holding Facility (STHF), Swinderby Unity will open in August 2021 which is located close to the Morton Hall prison, this facility will be a 35 mixed sex short term holding facility

The Commissioners are considering the following options for their lotting strategy:-

Option 1) Lot 1: HMP North Sea Camp, HMP Lincoln, Morton Hall and the Swinderby Unit.

Option 2) Lot 1: HMP North Sea Camp

Lot 2: HMP Lincoln

Lot 3: Morton Hall

Lot 4: Swinderby Unit

Option 3) Lot 1: HMP North Sea Camp and HMP Lincoln

Lot 2: Morton Hall and the Swinderby Unit.

Option 4) Lot 1: HMP North Sea Camp, HMP Lincoln and Morton Hall

Lot 2: Swinderby Unit

Commissioners would be interested in hearing the markets views on these or any other possible lotting options.

Due to forthcoming national changes, NHS England are currently unable to give details on the contract length.

The aim of the market engagement exercise is to inform potential providers on the opportunity and to assist the commissioner in deciding on the most appropriate strategy for the future procurement.
