The London Borough of Tower Hamlets is seeking to establish a Framework with reputable, suitably experienced and qualified organisations or groups of organisations to provide an innovative, creative and flexible programme of day activities for adults with learning disabilities, including those with complex healthcare needs.

The service model aims to focus on supporting people to progress and develop or maintain their independence within the community by promoting a “think work first” culture and by offering a greater variety of developmental activities with greater choice, personalisation and flexibility, supporting individuals to develop their skills, progress and achieve the outcomes set as part of their assessment by the Community Learning Disability Service (CLDS) through active participation in a wide range of activities in the community.

Provision must be based and delivered within the borough of Tower Hamlets for Tower Hamlets residents who have been assessed by CLDS as being eligible for Council support under the Care Act.

Only a maximum of 10 suppliers in each lot will be admitted as approved suppliers into the Framework. Suppliers will need to meet the minimum threshold quality criteria of 30% (out of 60%) and be listed among the first 10 ranked suppliers in accordance with the resulted weighted scores as per evaluation criteria set in the Invitation to Tender Instructions.

The overall value of the framework is £15,100,000 across the two lots.
