Explanation:
The original contract was let under the GPA short term call off agreement that was conducted via a competitive tender in 2022. The contract run for 2 years until 2024, and this was released in phased stages. Phase 1 was completed in October 2025, and the remaining works for Phase 2 needed to be completed. As the original contract expired, a direct award was made via the framework agreement to ensure continuity of service and maintain consistency of the products.
