Two Stage Procedure.

Tender Application must be submitted via PCS-Tender only.

Selection Stage - Tenderers must complete: Qualification Envelope - comprising an SPD; and Technical Questionnaire - comprising two questions. Only the top 5 bidders will be invited to tender. Full scoring and evaluation details are on PCS-Tender.

Award Stage: Technical Envelope - comprising scored questions related to service delivery for the contract; Commercial Envelope - price element.

Tenderers are therefore advised to allow adequate time for uploading documents and to dispatch the electronic response well in advance of the closing time to avoid any last minute problems.

This is a two stage Restricted Procedure comprising Selection Stage and Award Stage. The council reserves the right upon concluding selection stage to proceed to award stage to request that candidates produce supporting documentary evidence or certificates referenced in their SPD response. In any case, these must be provided prior to contract award.

Selection Stage - Tenderers must respond to a series of Selection Questions within the PCS-Tender Qualification Envelope and must download, complete and re-upload from the Technical Envelope, the Technical Questionnaire containing two questions. These questions will be subject of evaluation. Upon conclusion of the evaluation, only the top 5 bidders will proceed to the Award Stage and be invited to tender. Evaluation criteria details are stated on PCS-Tender.

Award Stage - Upon proceeding to Award Stage, the top 5 bidders being invited to tender must download and complete a range of Award Questions and Statements located within the PCS-T Technical Envelope;
