two.2.4) Description of the procurement

SNEE ICB wish to scope interest in a community based direct access, high specification endoscopy service, within the Ipswich & East Suffolk locality, with the potential to expand across the ICB footprint.

Activity will be paid on a cost and volume basis.

The service will include gastroscopy, transnasal endoscopy, flexible sigmoidoscopy and colonoscopy. The service will meet the 6-week diagnostic pathway target and add local capacity to meet current and future demand.

The community-based endoscopy service will:

•Continue to offer as a minimum the existing community endoscopy capacity with the ability to expand if and when the catchment area is expanded.

•Develop Governance links with local hospitals, namely East Suffolk and North Essex NHS FT and West Suffolk NHS FT

•Maintain existing pathways for managing patients.

•Have agreed pathways to secondary care that will be put in place by providers prior to the service starting.

•Have excellent relationships with primary care and ensure a smooth referral process is maintained.

•Be JAG compliant at the outset and maintain this through the life of the contract.

•Not destabilise the numbers needed to be seen in secondary care which are required to maintain JAG accreditation for screening.

Activity Volumes

Indicative activity is approximately 5400 referrals over a 12 -month period with an average of 450 referrals per month.

two.2.14) Additional information

The Services to which this Procurement related fall within Schedule 3 of the Public Contracts Regulations 2015 (as amended The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020). As such, any procurement of the Services is to be conducted in line with the appropriate procedure. The Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services.

The Authority may wish to introduce additional services during the lifetime of the contract ("Contract modifications"). Such contract modifications will be contemplated where additional requirements are similar and or complementary to the services already included in the Specification, at any given time.

Such expansion would be by the addition of services commissioned by the Authority as named in the Notice. To this end, any interested party should be aware that after the award of contract, there is a possibility that the Provider may be offered a variation to the contract to include (but not be limited to) additional services in line with the main elements of the service specification in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015 (as amended The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020).
