Description
The White Horse Federation Trust (TWHF), supported by Value Match Services, is inviting tenders from suitably qualified suppliers to establish a framework that supports modern, compliant and value‑driven procurement across the education sector and wider public sector. The framework will enable schools, Multi‑Academy Trusts (MATs) and other eligible public sector bodies to access efficient digital buying solutions for everyday consumables, equipment and associated procurement processes.

Lot 1. Procure2Pay
Description
This lot focuses on the delivery of a fully integrated Procure to Pay system that supports compliant requisitioning, approval workflows, purchase order creation, invoicing, budget control and audit requirements. The P2P solution must integrate with digital marketplaces (including via punch‑out and optionally punch‑in), as well as with commonly used finance systems within the education sector. The objective is to reduce administrative burden, strengthen financial governance, improve audit readiness and enable greater automation across the end‑to‑end purchasing lifecycle.

Lot 2. Office and Education Supplies
Description
This lot covers the comprehensive delivery of Office and Education Supplies. The appointed Supplier must be capable of offering an extensive and diverse product range to support both everyday office operations and the varied needs of educational environments. This includes, but is not limited to, general stationery items, cleaning and hygiene products, classroom workbooks, art and craft resources, specialist SEN (Special Educational Needs) materials, and a wise assortment of additional sector specific products. The primary objective of this lot is to establish a single, reliable supplier able to consistently meet the full breadth of sector requirements. By consolidating purchasing through one provider, the sector aims to achieve greater efficiencies, streamline procurement processes, and ensure the consistent availability of high quality, dependable products suitable for offices, schools and other educational settings.
