The service was advertised on the national Find a Tender (FTS) portal on 14th October 2024. The linked tender documentation was issued to bidders on 14th October 2024 with a deadline of 25th November 2024, which included the Selection Questionnaire (SQ) and the Invitation to Tender (ITT).
Within the ITT documentation, the tender questions were linked back to the five sections of the key criteria under the Provider Selection Regime (PSR), which overall provided the following:

Potential conflicts of interest:
The SCW procurement team supported the project in the management of conflicts throughout the process. In line with national guidance (Managing conflicts of interest: revised statutory guidance for CCGs 2017) conflicts of interest were given a high priority within the procurement, with 'conflicts of interest' a standing item at project group meetings.
Project members were required to complete Conflict of Interest and Confidentiality forms prior to receiving any sensitive documentation. All conflicts were appropriately managed within the project, and there are no latent risks associated with the aforementioned conflicts. The number of conflicts of interest identified among group: 0.
Bidders were required to complete Conflict of Interest declarations as part of their bid. They are also under an ongoing obligation to update the Commissioners should any declarations change in the future.
