Explanation:

There is only one supplier with an exclusive global licence to manufacture and distribute this vaccine which is licensed and approved for use in the UK and due to the functions of thevaccine, there is no reasonable alternative or substitute, therefore using the negotiated procedure without prior publication is justified under Regulation 32(2)(b)(ii) and (iii) of thePublic Contracts Regulations 2015
