two.2.4) Description of the procurement

The EIP service is a multidisciplinary community mental health service that provides treatment and support to people experiencing their first episode of/or at high risk of developing psychosis. The service is for those aged 14 to 65 years registered with a GP in Plymouth and surrounding areas.

The Complex Emotional Needs Service is delivered alongside EIP.

This service exists as part of an intended integrated approach across health, social care, education and the voluntary sector in Plymouth. It aims to offer a range of evidence based services for 16-25 year olds experiencing significant emotional and psychological distress

This notice is an intention to award a contract under the Provider Selection Regime most suitable provider process.

The approximate lifetime value of the contract including optional extension is £4,657,000.

This is an existing service and the award is to the existing provider.

The contract will be from 01/04/2025 to 31/03/2028 with an optional 2year extension.

This award has been confirmed via the NHS Devin ICB PSR Steering Group.

Conflicts of interest identified among group: 2. The non-conflicted members have assessed the nature and risk of this conflict, and have decided which steps to take to avoid or manage it. The non-conflicted members made the decision on award, evaluation was completed by project group with no conflicts.

The decision was based on evaluation against multiple criteria under the 5 key criteria headings with overall weightings allocated as follows:

Quality and Innovation - 35%

Value - 15%

Integration, collaboration & sustainability - 30%

Improving Access, reducing Inequalities, facilitating choice - 10%

Social Value - 10%

Effective delivery of the service requires a high level of integration with other Plymouth based providers. It has previously had to be urgently re-allocated from a different provider due to concerns around sustainability and quality - as such these areas were given a higher weighting.
