The Provider will be required to deliver a Youth Engagement Service in Enniskillen that is child and young person centred,

interculturally competent, and diversity sensitive service for all young people. This will involve working holistically with children and young

people aged 11-25 years to promote health and well-being, build confidence, self-esteem and resilience, and signpost and support those

in need of specific help to the appropriate service. The Youth Engagement Service provides a range of activities and support and acts

as a hub where young people have opportunities to socialise in a safe and welcoming alcohol and drug-free environment and avail of

information, advice and support on a range of issues from relevant services both on-site and off-site, with the support of staff from the

Youth Engagement Service. The Youth Engagement Service is a signpost/referral service, and is not a keyworker/care coordinator service.

The Youth Engagement Service is not a youth club. The Youth Engagement Service will have a local identity and their specific provision is

tailored to local need.

The estimated value in II.1.7) above includes the initial contract period of 2 years, plus the option to extend for 3 x 12 months periods (3 years). The value also includes a potential increase in services of 50% and a potential extension clause of up to 18 months as provided for in the tender documents. Note – there is no guarantee of uptake or minimum demand.

No suitable bids were received for Youth Engagement Service Lot 7 Enniskillen under the initial procurement process which was an open procedure – Contract Notice 2023/S 000-025149.

There was one bid for this Lot under this procurement.

In line with PCR2015 Regulation 32(2)(a) & 32(3)(b)(ii) the PHA intend to award a contract to this sole tenderer under a negotiated procedure without prior publication to ensure a continuity of a critical service.
