two.1.4) Short description

London Borough of Harrow wish to procure a contract with a single supplier to provide mental health supported accommodation services for up to 18 people, across four nominated temporary accommodation schemes.

This service is for adults aged 18 to 65 years of age, who are ordinarily resident within the London Borough of Harrow and have been assessed as requiring regular support to manage housing related and independent living needs due to their mental ill-health.

The service will provide safe, recovery focused advice and support for people with medium mental health needs, living in one of the four nominated temporary accommodation schemes through the provision of a package of support agreed between the Tenant, Central and North West London NHS Foundation Trust and the provider, and delivered over a period of 6 months to 18 months. The expectation is that people will be supported to plan from day one to successfully move on to independent living at the earliest point once they are ready for the next step.

The successful provider will be required to provide both care and housing management services. The units are council owned and the provider will act as the managing agent on behalf of the Council. The provider is expected to provide high quality housing management practices, which must compliment the core service delivery and support provided to assist individual service users to maintain their accommodation and develop the skills they require to move on successfully to their independent tenancy.

two.2.4) Description of the procurement

This service is for the provision of housing related and life skills support services available across 7 days a week for up to 18 people with medium levels of mental health support needs, that may require variable levels of support each week to enable their progression to more independent living. This support could range from telephone advice and guidance contact, one to one support to regain skills, participate in activities in the community, or to attend appointments.

Support plans will be developed with residents which aim to prevent readmission or admission to residential or nursing care. A strengths-based approach will be embedded within services to help individuals with complex needs develop skills to move to independent living. The service is outcomes focussed and the provider will develop positive relationships with people helping them to identify what is important to them and work with them to achieve their identified outcomes. The use of assistive technology and a peer support service will aid transition from supported accommodation to independent living.

The Authority expects the service provider to work collaboratively with other commissioned and non-commissioned services across Harrow to best meet the needs of service users. This should include the in-house council provision, private landlords, health partners, information and advice providers, the Voluntary and Community Sector, and faith groups.

This contract is for an initial term of two years with an option to extend for two further one year .periods.

Justification:

As a result of unforeseen circumstances London of Borough of Harrow is unable to extend its existing contract. An accelerated procedure is being used to ensure continuity of service to citizens from 1st September.

As there are potentially a large number of bidders in the market a two-stage procedure is being utilised.
