Link-Up is a supplier registration and pre-qualification system used by buyers in all areas of the transport sector to have up-to-date and validated supplier information, and to procure efficiently in accordance within the meaning of Regulation 77 of the Utilities Contracts Regulations 2016 and Regulation 75 of the Utilities Contracts (Scotland) Regulations 2016, which is operated by Achilles Information Ltd.

Link-Up collaborates across the transport industry to share opportunities and supplier information. In doing so, Link-Up provides transparency for innovation while lowering barriers to entry for all market participants, including those with new technology and capability.

Electronic workflows, as referenced in Section VI.2) may be employed by some or all of the subscribing entities. Subscribing entities may reserve contracts as referenced in Section III.1.5). Details of the contact for review procedures covered by Section VI.4.1) will be provided by the subscribing entity. Precise information on deadline(s) for review procedures

For contracts subject to the Utilities Contracts Regulations 2016 and the Utilities Contracts (Scotland) Regulations 2016, utilities are required to incorporate a standstill period at the point information on the proposed award of the contract is communicated to tenderers. That notification is required to provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. Where the Utilities Contracts Regulations 2016 (SI 2016 No 274) apply, provision is made for aggrieved parties who have been harmed or are at risk of harm by a breach of duty under the regulations to take action in the High Court (England, Wales and Northern Ireland). Where the Utilities Contracts (Scotland) Regulations 2016 (SSI 2016 No 49) apply, provision is made for aggrieved parties who have been harmed or are at risk of harm by a breach of duty under the regulations to take action in the Sheriff Court or the Court of Session.
