Wiltshire Council ("the Council”) has decided to abandon the Procurement in line with section A.23.1 of the Invitation to Tender (ITT) which states:

“A.23 Council Rights

A.23.1 Without any liability to Tenderers, the Council reserves the right to:

• Disqualify any tender that is not compliant with the instructions in this ITT;

• Not to consider variant tenders;

• Amend the procurement process, contract, specification, procurement timeline or withdraw this ITT at any point;

• Cancel, withdraw or recommence the procurement at any stage; or

• Not to award any contract as a result of the procurement.”

No contract will be awarded pursuant to the Procurement.

The reasons for the Council’s decision to abandon the Procurement are:

1. On review, the Council has identified that the specification and the approach to compliance and quality assessments requires refinement, so that it can be ensured submissions meet our requirements in full.

2. The decision to abandon the Procurement has been made upon the Council’s assessment that a new procurement exercise would be in the public interest in order to identify the most economically advantageous tender.
