North Northampton Council (NNC) will procure a two-year pilot project working with providers to develop and deliver parenting support models in community settings.

The Council is setting up a Framework Agreement for the provision of Early Parenting and Child-Parent Relationship Pilot Services.

This Framework Agreement is for two (2) years.

Lot 1: Parenting Support

Lot 2: Perinatal Mental Health and Parent-Infant Relationships

The Early Parenting and Child-Parent Relationship Pilot (The Pilot) will be commissioned as two lots. The Pilot will take a population-based approach offering universal parenting support and targeted interventions to support families in need, e.g., those with mild-moderate mental health issues and parent-infant relationship difficulties.

The Pilot will provide early parenting and child-parent relationship support for mothers, fathers, and co-parents with children under two years old.

The Pilot will provide support through evidence-based parenting programmes, antenatal classes, targeted parent-infant interventions, and peer support.

The 'transition to parenthood' refers to a period of normal psychological and social changes associated with pregnancy and the arrival of a new baby, which may be stressful.

All parents, but first-time parents, should be offered the opportunity to attend antenatal education classes that include modules aimed at preparing parents for these psychological and role changes.

Evidence of the benefits of Perinatal Mental Health and Child-Parent Relationship Support.

The pandemic has contributed to increased rates of mental illness among pregnant and new mothers in the UK. The lack of support during the intrapartum period due to changes to service provision are associated with increased stress, depression, and anxiety. This includes service changes such as the introduction of digital healthcare and attendance of antenatal appointments without partners or loved ones.
