Description
The Customer wishes to establish a single Provider Contract for the provision of Healthcare in Custody for Police and Crime Commissioner for Durham (DPCC). The Customer is managing this procurement process in accordance with the new Public Procurement Act 2023 and will follow the Competitive Flexible Procedure ("the Regulations").
The Authority reserves the right to issue updated versions (Modifications) of the documents to Suppliers as and when the need arises, in order to reflect the corresponding stage of the Competitive Flexible Procedure, together with any changes to the Procurement or any other new information.
The authority also reserves the right as reflected in Schedule 8 of the new Procurement Act 2023 following contract award the authority, and the contracted supplier may have a need to make various modifications (unforeseen at this moment) as the contract evolves over the full term of the agreement.
Please make sure in order to bid for this Procurement that you are registered on both Sell2 and registered specifically with Durham Constabulary and also please ENSURE you are registered on the 'Central Digital Platform' as per the cabinet office guidance as we have provided further notices and a DRAFT Specification (Information Purposes Only) on both In-Tend and the CDP with the current stages on the Procurement. You must express an Interest on In-Tend in the Project in the 'Forthcoming' Tenders tab in order to view the DRAFT Documents.

Engagement process description
Due to the complexities of this contract we wish to carry out a supplier open day as part of the pre market engagement scenario to help support potential bidders further understand the service requirements.
During the open day the suppliers that submitted their interest to the force via the In-Tend portal Correspondence (Link provided in 'Scope' section above) will be able to come to the site all together using the police transportation from our Police Headquarters across to the new Investigative Hub at Spennymoor to see how the site operates and the resources that would be available to the winning bidder along with an introduction to the various teams and processes that have been created for the new site which will assist the supplier in understanding the force requirement.
They will be also given an opportunity to sit in front of a panel of Durham staff and get the opportunity to ask questions surrounding the upcoming ITT and general clarifications of the service required.
The clarification questions that were asked on the day will be taken away from the open day, collated and provided in the Tender notice with answers in a separate document (Clarification log) which details any and all the questions asked in the Preliminary Market Engagement to allow transparency and fairness to all potential bidders who were wishing to bid at this current stage.
