two.2.4) Description of the procurement
Central London Community Healthcare NHS Trust will be tendering for the provision of CPAP, Nebulisation, NIV and Sleep Therapy Services in Hertfordshire.
This Prior Information Notice is not a call for competition.
The purpose of this PIN is to inform the market of CLCH's intention to tender, to improve CLCH's knowledge on the status of manufacturer(s) and/or economic operator(s) that can provide CPAP, Nebulisation, NIV and Sleep Therapy Services to the community and to gauge market interest in the new provision of this service
two.2.14) Additional information
The provider will deliver services to the local population with sleep apnoea, those requiring non-invasive ventilation outside of tertiary care, and nebuliser / compressor equipment. This is a community service, so providers are required to deliver services primarily to patients in their own homes as well as work with the clinical services that work out of community or hospital based venues.
The providers will deliver diagnostic testing with subsequent clinical reporting for patients with obstructive sleep apnoea, and to provide and maintain the subsequent CPAP devices and masks, alongside ongoing compliance monitoring. The same approach to device supply and management, will apply to patients requiring NIV and nebulisers, although there will be no requirement for any diagnostic supporting testing for these groups of patients. They will also need to ensure diagnostic test results, any device utilisation, compliance and monitoring are shared or accessible with the clinical team via a web based portal. The providers are also required to deliver a patient accessible service, whereby patients can access the provider 7 days a week, and have an emergency access for those patients who required 24/7 access, in that the provider will answer telephone calls and respond to device breakdown and emergency replacement.
