This is a Voluntary Ex-Ante Transparency Notice and is intended to provide notice of the Contracting Authority's intention to award a contract for 'Community Vasectomy Services' to its incumbent providers, Marie Stopes Reproductive Choices and Provide Wellbeing, to continue to provide the services within the Hertfordshire area.

This service was originally procured via an Any Qualified Provider (AQP) model. The services will continue to be provided by both providers under the original AQP terms.

The services are provided in line with best practice and in line with national and local guidance and relevant accreditations processes. It provides a complete holistic service user focussed care package, including pre and post operative care, semen analysis, informaiton, advice and counselling working with other health professionals in the system.

The contracts have been in place since 2013, the activity for each provider is driven by patient choice. The total cumulative value of both contracts since its inception is £700,429 (excluding VAT and excluding the value of the new proposed contract).

The new contract will start on 1st April 2023 for a period of 12 months to 31st March 2024 with the option to extend for a further 12 months to 31st March 2025. The approximate value of services split by provider for the period is MSI: £43,570, increasing to £87,140 including the optional extension, and for Provide Wellbeing: £115,890, increasing to £231,870 including the optional extension. All values are exclusive of VAT.

The value identified in this notice is the combined value of both contracts and is inclusive of the optional extension period.

Explanation:

The Hertfordshire and West Essex Integrated Care Board (HWE ICB) was established on 1st July 2022. The HWE ICB replaced the Clinical Commissioning Groups within Hertfordshire and West Essex. The HWE ICB are currently developing their commissioning strategy for sexual health services, this review and strategy development will determine how the services are best delivered to our patients in future. The short-term extension allows continuity of care for patients whilst the strategy is developed and delivered and avoids unnecessary costs.
