two.2.4) Description of the procurement

The overarching aim is to stimulate improvements in care for children and young people (CYP) with paediatric diabetes who receive care from Paediatric Diabetes Units (PDUs), by measuring variations in quality, experience and outcomes of NHS care in England and Wales. During this contract period, the successful tenderer will need to build on the achievements of the audit to date and enhance the ability for the audit to be used for healthcare improvement.

Data is most useful locally for healthcare improvement when its provision to clinical teams is timely, the data is refreshed regularly and appropriate tools, support and guidance accompany the data outputs. The intent is for all of these features of the audit to be implemented and improved during the period of this contract.

The overarching quality improvement objectives of the NPDA are to:

• Reduce unwarranted variation - unit, region and patient group levels - through benchmarking of performance and outcome measures

• Assess whether those diagnosed with paediatric diabetes receive high quality and equitable care and services when measured against adherence to agreed guidance and standards

• Improve multidisciplinary care for CYP with diabetes in the NHS

• Measure health inequality in relation to impact on the specified audit measures

• Report outlier identification and management using the appropriate guidance

• Maximise the potential for data collected to drive improvements in care at local, regional and national levels, involving families in service improvement in a developmental way

• Share best practice and QI examples, and signposting to resources available in the wider CYP diabetes care system

• Adapt QI priorities in line with new evidence based practice and guidance

• Support CYP and their families/carers to use the audit outputs to ensure they are receiving recommended standards of care.

The audit supplier will work with commissioners, funders and other stakeholders, e.g. Regional CYP Diabetes Networks and CYP and their families/carers, to create a coherent strategy for supporting organisations in the paediatric diabetes care pathway to achieve data driven improvement goals.
