City of Wolverhampton Council is committed to supporting disabled and vulnerable (young) people to fulfil their potential and to contribute to society through employment. The core element of the Service will provide personalised and enabling support to assist working age individuals to find and maintain meaningful, paid employment to the following groups: i. Adults with eligible care and support needs - learning difficulties, physical disabilities and/or autism. ii. Adults (aged up to 65 years) with eligible care and support needs - significant learning difficulties (those furthest away from the job market) who fulfil the requirements of the Adult Social Care Outcomes Framework for Employment (ASCOF) The preventative/early help element of the Service will provide personalised and enabling support to assist (younger) adults aged 16 years onwards with a learning difficulty, physical disability, mental health or additional social/emotional vulnerabilities who have minimal or no eligible care and support needs to find and maintain meaningful, paid employment.

The Council reserves the right to cancel the procurement and not to proceed with the contract.
The Council also reserves the right not to award a contract or to award a contract for parts or part of the services only.

The Council notes that the award of the contract may involve a transfer of employment undertakings pursuant to the Transfer of Undertakings (Protection of Employment) Regulations 2006, and will clarify the position with the applicants during the tender process.
