The purpose of this PIN is to initiate engagement with the market for the potential commissioning of a concession contract for the development and award of an Advanced Skills Baccalaureate Wales Level 3 qualification available in Welsh and English.This qualification would be primarily designed for learners aged 16 to 19 in Wales.This PIN is not being used as a call for competition.

two.2.4) Description of the procurement
On 23 February 2021 we published a notice of our Intention to Restrict the qualification we wish to develop to one form and to secure its development and delivery via a commissioning route (https://www.qualificationswales.org/media/7136/intention-to-restrict-notice.pdf). The deadline for representations has now passed. We would like to speak to awarding bodies that may be interested in developing a qualification in this area.
The information that we gather will be used to inform the development of the contract specification which would be used if we decide to proceed with the procurement process.
We will be arranging Teams meetings with potential bidders to take place between 28 April and 14 May. The meetings will take the form of a structured discussion with us. This will involve us asking participants a series of questions which we will provide in advance. Responses will be informal and not be considered in or form part of any subsequent procurement process.
Questions that participants put to us during the dialogue will be collated so that when we are in a position to respond, we will issue one set of information to all interested parties at the same time.

When you contact us to arrange a meeting, we will send you the questions, a briefing note, the draft contract specification, the draft qualification approval criteria and the terms and conditions that will apply to the concession contract, for you to review and prepare your responses prior to your meeting with us.

Only awarding bodies recognised by Qualifications Wales will be able to deliver this contract therefore interested parties must either already be recognised awarding bodies or achieve
recognition by Qualifications Wales within a period starting from the notification of intention to award a contract. The period for achieving recognition will be confirmed in the contract notice should we proceed to tender
