The CCG has Direct Awarded a five year contract to Health Intelligence Limited, commencing 1 April 2021, for an HCQ Screening plus, an R1M1 Monitoring Service for newly diagnosed patients, identified from the DESP screening service.

The aim is to significantly reduce risk to patient populations served by the participating contracting authorities and to align with similar services commissioned in the county.

The value of the contract is based on an annual spend of approximately £387,674.

The CCG has Direct Awarded a five year contract to Health Intelligence Limited, commencing 1 April 2021, for an HCQ Screening plus, an R1M1 Monitoring Service for newly diagnosed patients, identified from the DESP screening service. The initial term of the contract is for 43 months, with an option to extend by 2 years.

The aim is to significantly reduce risk to patient populations served by the participating contracting authorities and to align with similar services commissioned in the county.

The value of the contract is based on an annual spend of approximately £387,674.

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

  • The procurement falls outside the scope of application of the regulations

Explanation:

Offering a direct award to the Health Intelligence Limited (HIL) will:

• enable a proactive, rapid response to reduce impact on patients as a result of the Covid-19 pandemic;

• reduce the need for additional clinical capacity and space which requires off site diagnostic capacity to meet local demand;

• enables rapid deployment at the required level and scale of service, which might otherwise take 6 - 12 months to mobilise, because HIL already -

 have the staffing, equipment, capacity and established governance processes within each of the local HES's;

 deploy a contractually agreed minimum reporting dataset for oversight of quality and activity arrangements;

 have a proven call and recall system which links with primary care and secondary care clinical systems, enabling accurate and timely data transfer;

 have in place, system compatible information technology for imaging and data sharing;

 have authenticated secure networking connections in situ;

• Align with Southampton City CCG contract to offer a single service for all Hampshire patients;

• Benefit from established clinical relationships that have already fostered confidence in service delivery;

• Provider is already known to local patients;

• Significantly reduce cross border challenges for equitable patient access;

• Take advantage of equipment investment already present in the area, providing better value for money from an existing service provider, which eliminates the need to invest in new specialised equipment for additional services;

• Align with services within local service pathways to and from the four local HES's.
