Transport for the North is placing this transparency notice to inform economic operators of its intention to modify its
existing NPR SOBC Development Partner contract with PA Consulting Services Limited, in accordance with
Regulation 72(1)(c)(i) of the Public Contracts Regulations 2015 (as amended). The NPR SOBC Development Partner
provides consultancy services for Transport for the North’s Northern Powerhouse Rail programme. The modification
will increase the value of the NPR SOBC Development

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Transport for the North is placing this notice to inform economic operators of its intention to modify its
existing NPR SOBC Development Partner Office contract with PA Consulting Services Limited, in accordance with
