The UK COP Presidency is launching a new global science partnership of countries to turn climate commitments into science-based and citizen-focused action. The partnership will deep-dive on specific shared net-zero challenges by deploying a novel combination of academic collaboration, local and indigenous knowledge, and robust citizen engagement models. The project will provide new insights on net-zero solutions, to inform LTS, NDCs and Net-Zero strategies ahead of COP27.

two.2.4) Description of the procurement
BEIS intends to procure international delivery partners to provide strategic direction and overall project management to coordinate the global academic collaboration, develop and deliver stakeholder engagement models, engage directly with partner governments and deliver public communication. By the end of the COP presidency the aim is to support strategy development in partner countries and have established a framework to exist beyond COP27 to support ongoing development of strategies to deliver a Net-Zero future.
The contractor will be responsible for the strategic oversight and delivery of the project, with oversight from partner countries, including the following activities:
Project leadership and management: Provide strategic insight and project management to ensure the project delivers on objectives, establishing an ongoing legacy.
Academic coordination: Identify and coordinate interdisciplinary academics and institutions from partner countries to contribute research insight.
Coordinate the net-zero deep dives and citizen deliberations: Coordination of the net-zero challenge within each focus region, with expert communities and governments. The contractor will establish and deliver appropriate models for citizen engagement.
Coordinate with policy makers: Establish a feedback cycle, with the host government, project steering group and the citizen deliberations to support policymakers.
Deliver communication activities: Develop products or events to communicate the project outcomes.
