Ongoing maintenance for the installed equipment was also required.

two.2.4) Description of the procurement

Ten (10) Transit Custom 320 L2 H1 Trend Van 2.0L EcoBlue 136PS FWD 8 Speed Automatic Vehicles have been purchased by Scottish National Blood Transfusion Service (SNBTS) without refrigerated compartments and required modification in order to meet the requirements for transport of blood components.

Vans are used for the transportation of Blood Components from the central hub locations to hospitals and blood banks around the country as required for the service. Each van is required to have two separate compartments, with one for transport non-temperature controlled items (Ambient compartment), and the other compartment to be refrigerated for the transport of temperature controlled Blood Components (Refrigerated compartment).

Transportation of Blood Components is completed in accordance with NATS TRAN 020.

The refrigerated compartment must maintain the surface temperature of units of Blood Components 2°C to 10°C during transportation.

Temperature monitoring (with alarms for out of specified limits) of the refrigerated compartment during transportation is required.

Records of temperature during transport were required.

Precise information on deadline(s) for review procedures

Economic operators should approach the contracting authority in the first instance. However, the only formal remedy is to apply to the courts:

An economic operator that suffers, or is at risk of suffering, loss or damage attributable to a breach of duty under the Public Contracts (Scotland) Regulations 2015 or the Procurement Reform (Scotland) Act 2014, may bring proceedings in the Sheriff Court or the Court of Session.

The bringing of court proceedings against the Authority after the Contract Agreement has be entered into will not affect the Contract Agreement unless grounds for the imposition of special penalties under the Public Contracts (Scotland) Regulations 2015 can be established. Otherwise the remedies that may be awarded by the courts where the Contract Agreement has been entered into are limited to the award of damages.
