The Case Handling System used by the Police Ombudsman NI is currently hosted locally on a stand-alone server at its offices located in Belfast. There is no remote access to this system and staff have to be physically in the building to gain access. The constraints of this set-up have hindered access for staff when not in the office, which has become a significant issue over the course of the last year with lockdown measures due to Covid 19. As a result, it has been decided modify the contract to move the CHS system (along with other key systems) onto the ITAC secure hosting service which will facilitate access for all staff without having to be physically present in the office.

four.1) Description

Explanation:

Additional works, services or supplies have become necessary and were not included in the initial procurement and a change of supplier would not be practicable (for economic, technical or interoperability reasons) and would involve substantial inconvenience/duplication of costs. The change does not exceed 50% of the value of the original contract.

This modification is on the basis that there is a requirement to move the CHS system onto the ITAC secure hosting service to allow for remote access. This is a requirement which was not provided for within the original requirement however one which is central to ensuring continuity of service provision and secure hosting of the system at a cost of £14,445.
