***PRE-MARKET ENGAGEMENT EXERCISE*** The Department for Communities (DfC) Local Government and Housing Regulation Division (LGHRD) aims to support Northern Ireland district councils in the delivery of a system of strong and effective local government. This means laying the foundations for a system of local government which meets the needs of ratepayers and users of district council services and facilities. The role of LGHRD includes to: • Provide a legislative and policy framework to allow councils to guide local public services (including issuing local government circulars); • Perform local government consultations on new local government policy and legislation; • Pay the Rates Support Grant (RSG), De-rating Grant (DRG) and Transferred Functions Grant (TFG) to councils; • Develop methods to improve the administration, finance and audit of local government; • Oversee and liaise with councils; • Oversee the Local Government Staff Commission (LGSC) and the Northern Ireland Local Government Officers’ Superannuation Committee (NILGOSC); and • Liaise with the Local Government Auditor. The DfC is currently preparing to initiate a procurement process to establish a contract with a Contractor to provide accountancy support and guidance to the Technical Accountancy Support Service (TASS) to the 11 councils and DfC.
