Homes England is investigating what, if any, service it could offer commencing in April 2023. Homes England will be carrying out a pre-tender market engagement exercise to during March/April 2022. The Prior Information Notice (‘PIN’) is not a call to competition.
The purpose of this PIN is to invite potential suppliers to participate in a market testing exercise to assist Homes England in the design of the services and our requirements. This market testing exercise consists of a questionnaire and, at the discretion of Homes England, may also include one or more bidder days at which feedback may be provided on a face-to-face basis.

two.2.4) Description of the procurement
Homes England is exploring how we could improve access for customers to Affordable Home Ownership schemes such as Shared Ownership and Rent to Buy.
Currently customers can search and register for grant funded Shared Ownership homes with one of our Help to Buy Agents. Over 100,000 customers register for these services each year. The current service is expected to end in March 2023 and this engagement exercise is to help us understand what the market could potentially deliver from April 2023.
Whilst the current service was procured to support the delivery of Shared Ownership homes which have been funded using Homes England grant, we are exploring the possibility of extending this to include other Affordable Home Ownership schemes including those not funded by Homes England. This could be in the region of approximately 20,000 homes per year listed on these sites. These homes could have varying eligibility criteria and scheme rules so helping customers navigate their options would be a key priority for us.
