The Planning Portal is a UK and Welsh Government joint initiative, allowing the submission of all planning applications to local planning authorities across England and Wales, via a single interface. The site provides a variety of planning and other application types, as specified in planning and other legislation, and fully bilingually. The Welsh Government (The Client) are inviting tenders for a dedicated online planning application service for Wales. The service will need to be able to provide a similar level of service to the current Planning Portal,
link seamlessly into existing local government ICT systems, and be fully compliant with the Welsh Language Standards.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
Investigations into technical matters related to exiting the current contract and early market engagement for consideration of possible alternative providers indicated there is insufficient time to undertake and conclude a procurement procedure, and implement a replacement service by the 28 March 2024. The assumptions and evidence gathered to date, indicate that there is are potential significant time and costs required to replace the current service, which is reflected in the duration of the extension period of this notice. The risk of service disruption is significant if the current service provision is not secured whilst work is completed to undertake a new procurement procedure to replace the current contractual arrangements.
