Provision of a service for the Management and Operation of Household Waste Recycling Centre (HWRC). There will also be a requirement for the contractor to transport Green and Residual Waste to Delivery Points identified by the Council and to arrange ad hoc collections of containers from Council premises.

The contractor will also be responsible for the overall cleanliness of the facilities, repairs and maintenance and opening and closing each day.
The facilities are available free of charge for customers and comprise the following key aspects:
— a waste reception area with a wide range of containers in which to deposit materials brought onto the site, with the emphasis on material segregation and storage to facilitate reuse, recycling and composting. Health and safety and positive interaction with customers to the facility are key parts of its operation, as is the consideration for disabled users,
— the transport of materials to material markets to enable its processing or disposal via a dedicated service area,
— bring site containers for recyclable materials,
— storage areas for Waste Electrical and Electronic Equipment (WEEE),
— a reception building to be used by the site attendants to help and direct customers within the HWRC.
