This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of

this notice. Representations by providers must be made to decision makers by 17 February 2025.

This contract has not yet formally been awarded; this notice serves as an intention to award

under the PSR'.

Through the assessment of their submission, the provider meets each of the key criteria listed as part of the PSR process.

Stand out points include:

1. Quality / innovation - the service has - and will continue to - develop to respond to the need of the population (11-24years). Catch 22 provide strong evidence-based interventions which

are routinely assessed, and provide all staff with high levels of training opportunities.

2. Value - the service demonstrates good value; there has been no significant uplift for the provision of the service and opportunities to seek additional resources from the core Catch

22 service are explored, including training, safeguarding, access to specialist exploitation services etc.

3. Integration, collaboration and service sustainability - the service works collaboratively within the substance misuse system and wider health and social care partnerships, with well

defined signposting opportunities.

4. Improving access, reducing health inequalities and facilitating choice - the service is provided through a child-first lens, ensuring that young people are met in a setting appropriate to them (school / home...) and that a range of tools are used to maintain engagement with the young person. Additional health and social care needs are explored as part of the engagement with a young person. This will include information regarding sexual health, smoking/vaping, school attendance.

5. Social value - the service is in the process of recruiting an apprentice to work alongside the team. Learning opportunities are highlighted, and the provider has strong evidence of supporting young ex-service users in their training processes previously. The service meets young people in established settings, such as schools, youth clubs, homes, therefore reducing the impact of a maintaining a service building.

For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This contract has now been formally awarded using direct award process C.'
