Scope

Description

Gloucestershire County Council intends to procure up to 20 Pathway 2 Beds within CQC registered nursing care homes located in Gloucester. These beds will support people who no longer require acute hospital care but need short term, outcome focused therapy led support before returning home.

The Council is seeking high quality nursing care provision delivered within established care homes that can demonstrate strong clinical oversight, safe staffing levels, and effective multidisciplinary working to support timely discharge pathways, along with their own or commissioned therapy (OT and/or Physio) and a dedicated GP to support the beds.

Providers will be able to submit tenders for:

• A minimum of 5 beds

• Up to a maximum of 20 beds.

  • Possible extension to 31 March 2029
  • 3 years

Engagement process description

We are seeking feedback specifically from CQC registered nursing care homes located within Gloucester.

The purpose of this engagement is to:

• Understand why providers did not bid during the previous tender.

• Gather more detailed insights on market appetite, capacity, risks, barriers, and potential commercial considerations.

• Inform the design and specification of the upcoming re tender to ensure it is realistic, achievable, and aligned with provider views and local market conditions.

The engagement is being delivered through a Microsoft Forms questionnaire, circulated directly to relevant providers via email and published on ProContract for visibility.

The questionnaire includes a mixture of multiple-choice and free text questions and is designed to take no more than 10 minutes to complete.

There are no in person or virtual engagement events planned for this exercise due to the targeted and exploratory nature of the engagement.
