Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
On 28th June 2025, the UK Government announced its intention to close Healthwatch England and the local Healthwatch network. This announcement introduces significant uncertainty, particularly around future funding and legislative timelines. Legislative change is required to enact the closure, and it is anticipated that Healthwatch Leeds will continue to operate for at least another 12-18 months. The current contract is due to expire on 31st March 2026. Until further steps are enacted by the UK Government towards the closure of Healthwatch England, there is a need for a continuity of the current service which is best achieved by a modification to extend the current contract
This extension ensures continuity of statutory services during a period of national uncertainty and allows for further 12-month plus 6-month extensions if required, providing the Council with flexibility to respond to evolving legislative and funding developments.
