The contracting authority is not awarding a new contract. This VEAT notice is in respect of a proposed modification to extend the Rough Sleeper Street Outreach Service which was originally awarded on 01/11/2020 and will expire on 31/10/2025 See sections II.2.4 and IV.1.1 for further details

The extension period will be for a period of 12 months only terminating on 31/10/2026

This limited contract extension will provide flexibility for the contracting authority and ensure continuity of service provision for homeless individuals until such time as the Service is under a new longer term contract.

The Rough Sleeper Street Outreach Service will work to identify and support street homeless individuals within the City of London to engage and prepare for a resettlement pathway. The outreach service makes a critical contribution to the City's aim of ending rough sleeping, through ensuring new rough sleepers are located and responded to with an offer of accommodation, and that no-one is left being homeless without a plan to bring their rough sleeping to an end.

four.1) Description

four.1.1) Type of procedure

Modification for 12 months in addition to the current contract under the provisions of the Public Contracts Regulations 2015 72(1)(b)

Negotiated without a prior call for competition New works/services, constituting a repetition of existing works/services

Explanation: This VEAT notice relates to a modification to the contract originally awarded in 01/11/2020 following a competitive award process. The contracting authority considers that the modification is permitted by Regulation 72(1)(e) of the Public Contracts Regulations 2015 as a modification which is not substantial. The proposed extension of the contract is based otherwise on substantively the existing terms and conditions and does not render the contract materially different in character, change the economic balance of the contract or considerably extend its scope. The contracting authority does not consider that if the contract had originally been advertised to include this extension that it would have attracted any different participants or candidates or that the outcome of the original procurement would have been any different

Any change of contractor at this time would be for a limited period of time due to the ongoing need for a service re-design to meet the current and future challenges and take advantage of innovations within the sector. Service re-design is ongoing but dependent on a number of unresolved factors and the conclusion of such is therefore not possible at this time.

o Opportunities of a future government funding program are not yet known

o A commissioned review of City Corporation rough sleeper services is not due to report back until July 2025

o Elements of the service are currently being co-produced with a host of stakeholders with lived experience of using Outreach Services

With the plan being to re-tender this service in early 2026 following redesign. A change of contractor at this time would result in a full duplication of costs and resource expended by the City Corporation as it would not eliminate the necessity for this service to be re-tendered once the service re-design is complete.
