Explanation:

The Special Explosive Ordnance Disposal and Search, Exploitation & Countermeasures (SEEC) Delivery Team, as part of the UK Ministry of Defence (“MOD”), intends to award a contract to Thermo Fisher Messtechnik GmbH for the In-Service Support of WIZARD & SILVERY the EOD explosive identification systems. It is considered that this contract shall be placed using the Negotiated Procedure Without Prior Publication of a Contract Notice pursuant to the UK Defence and Security Public Contracts Regulations 2011). The supplier has designed and developed electronic architecture to meet the specific user requirement. Therefore, contracting with Thermo Fisher Messtechnik GmbH is required due to their specific know how, understanding of the electronic architecture, specific interoperability and safety requirements that must be fulfilled to ensure the functioning of this capability for the armed forces. Any changes would result in complete rework of electronic architecture and the need for additional testing as this could result in a high probability of failure to identify explosives and put at risk the operator, MACA and Contingency Operations. Failure to identify would result in an unacceptable negative impact to MACA EOD & Operational capability.
