When the original Framework Agreement was set up it was originally intended to be open and used by STAR Local Authorities, namely Stockport, Tameside Trafford and Rochdale Councils as well as members and associated members of the former AGMA (Association of Greater Manchester Authorities). However, due to the growth of STAR Procurement, St Helens Borough Council joined STAR Procurement on 1st October 2023. Therefore, we would like to modify this agreement under regulation 72 (f) of the public contract regulations, to reflect the STAR Procurements members and enable them to utilise the agreement. This is a temporary arrangement as the framework ends on 31st December 2024 and will allow STAR to review collaboratively the Highways Framework for all partners.
