RES/TR/First Bus - Individual Active Travel Bus Ticket Offer – February 2024 to March 2025 - In accordance with regulation 32(2)(b)(ii) of the Public Contracts Regulations 2015 a negotiated procedure without prior publication (direct award) process was followed due to competition being absent for technical reasons. The service contract was directly awarded to First Bus Group Ltd to supply taster tickets to the public up to 31st March 2025 as part of the Bristol Clean Air Zone project.

four.1) Description
four.1.1) Type of procedure
Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:
A negotiated procedure without prior publication (direct award) was followed in accordance with regulation 32(2)(b)(ii) of the Public Contracts Regulations 2015 due to competition being absent for technical reasons. The services are essential requirements of the Council and can only be met by a proprietary solution only available from a single supplier. Bristol bus routes are predominantly controlled by First Bus Group and in order for the bus taster tickets to be widely useable it is essential for them to be valid for the largest number of bus routes possible.
Therefore the contract has been awarded to First Bus Group Ltd to supply taster tickets (m-Tickets) to the public until March 2025 as part of the Bristol Clean Air Zone project and the m-Tickets are only available from First Bus Group Ltd.
