Network Rail Telecoms wishes to publish an opportunity to procure via a framework agreement, professional services in order to deliver particular elements of programmes and projects during CP6 and supporting transition in to CP7 to cover project management, business support and technical skill gaps and demand peaks.
The framework is proposed to be split in to two Lots; one for Professional Services of Programme/Project Management, Commercial and Business Support Background and the second for Professional Services of Engineering and Technical and Background

The purpose of this Periodic Indicative Notice (‘PIN’) is to engage with the supply market in relation to Professional Services of Programme/Project Management, Commercial and Business Support Background to assist Network Rail’s understanding of:
— the level of interest in the project,
— the capacity within the market to deliver the requirements,
— any barriers that may prevent organisations from participating in a tendering exercise for this requirement,
— potential new and innovative solutions to meet Network Rail’s requirements,
— the market’s appetite for different commercial delivery options to meet the requirements.
Lot 1 in more detail will cover professional services from the following categories and suppliers will be required to offer services at Senior, Intermediate and Junior levels.
The categories under Lot 1 will be:
1. Business Change/Support
2. Commercial
3. Project Management
4. Programme Control
For the sake of clarity, this is not a call to competition or an invitation to tender. This exercise is solely a market engagement exercise and no direct business will be awarded as a result of participating in this exercise. Further, responding to this PIN will not in any way advantage or disadvantage any supplier in a future procurement exercise.
