North of England Commissioning Support (NECS) is a commissioning support service working for and on behalf of NHS Cheshire and Merseyside Integrated Care Board (the Relevant Authority) who are undertaking a competition to commission Leasowe Medical Practice APMS and SAS Service under an Alternative Provider Medical Services contract [C340164].
This is a Provider Selection Regime (PSR) Contract Notice. The awarding of this contract is subject to the Healthcare Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.
The contract term is for an initial period of 4 years commencing on 01 April 2026, with an option to extend for a further 3 years, plus the option to extend for an additional 3 years at the discretion of the Relevant Authority and subject to satisfactory contractual and financial performance.
The closing date for submission of competition response is by 12 noon on 26 March 2025.

Site Visit(s)
North of England Commissioning Support (NECS) is working for and on behalf of Cheshire and Mersey ICB (the Relevant Authority), who are commissioning APMS and SAS Services at Leasowe Medical Practice.
The Relevant Authority intends to hold site visit(s) to allow interested organisations to gain a better understanding of the practice location and layout.
The site visit(s) will be held on 12 March 2025 at Leasowe Medical Practice, Hudson Road, Wirral CH46 2QQ. Times will be confirmed asap once the Relevant Authority are aware of the number of providers who wish to attend.
Please note that attendance is limited to no more than 2 attendees per provider organisation. Please provide the following details for attendees from your organisation wishing to attend the visits .
Deadline for registering interest to attend is 5pm Thursday 6th March 2025. If you wish to attend please complete and return PRD Document 14 - Site visit registration form and return via the messaging section on the Atamis portal.

The "Transfer of Undertakings (Protection of Employment) Regulations 2006" as amended by the "Collective Redundancies and Transfer of Undertaking (Protection of Employment) (Amendment) Regulation 2014" (TUPE) may apply to this contract. However, Providers are advised to obtain their own legal advice and carry out due diligence including the New Fair Deal non-statutory policy setting out how pensions issues are to be dealt with when staff are compulsorily transferred from the public sector to independent providers delivering public services.
NECS is utilising an electronic tendering tool to manage this competition and communicate with potential providers. Accordingly, there will be no hard copy documents issued to potential providers and all communications with NECS, including response submissions, will be conducted via the Atamis portal at: https://health-family.force.com/s/Welcome. As part of the competition process, a site visit is scheduled on 12 March 2025. Should you wish to take this opportunity to visit the facilities, please register via the Atamis project. If you wish to attend the site visits, please provide details of the Attendees name(s) and a lead contact via the messaging section within Atamis under the project NHSE915 Leasowe Medical Practice APMS and SAS Service. The above detail must be returned as a correspondence on the above mentioned project no later than 5pm on Friday 07 March 2025.
