two.2.4) Description of the procurement

The United Kingdom Research and Innovation (UKRI) through its component research council, the Arts and Humanities Research Council (AHRC) is seeking an evaluator to undertake an independent impact and process evaluation of the Convergent Screen Technologies And performance in Realtime (CoSTAR) programme.

CoSTAR is an ambitious and novel investment. It is also AHRC's first major infrastructure investment. High quality robust monitoring and evaluation is therefore essential – both to ensure the successful delivery of this programme and to improve AHRC's internal capabilities to deliver future programmes

This requirement is intended to provide a comprehensive and accurate evaluation of the initial impact of the CoSTAR infrastructure on the research, development and application of advanced technologies in the screen and performance industries, and on the wider creative technology ecosystem. It will also evaluate the processes used to commission and deliver the CoSTAR programme.

The evaluation will comprise of the following:

Establishment of an evaluation framework

Process evaluation

Impact evaluation including:

Baseline report.

Mid-term report

End of Funding Review

Post-Evaluation Review

The contract will be up to 9 years in duration and have a maximum value range of up to £1,000,000.00.
