Description
TfGM is looking to establish a framework with a single contracting partner for the delivery of the next and final tranches of the Bus Depot Electrification Programme. The delivery will included both design and final construction delivery for each depot as well as any enhancement work required for existing depots already fully electrified.
Currently the designs are at RIBA stage 2 and the appointed contracting partner will progress these further to detailed design (RIBA stage 4) through to future construction, delivery and handover.
The initial programme requirements cover the design and construction at the Wigan and Wythenshawe Bus Depots. The intention is that subject to the successful delivery of both Wigan and Wythenshawe, TfGM will award further call off contracts for additional depots along with any further electrification enhancement work at depots already electrified.
The overriding objective of the new delivery model is to enable TfGM to sustainably and safely develop a range of electrical infrastructure interventions in the least disruptive manner to the ongoing operation; whilst maximising efficiency and effectiveness through innovation in relation to time, cost and quality as well as delivering tangible social value benefits withing Greater Manchester and supporting TfGM in its ambition to be a carbon neutral organisation by 2038.

Framework operation description
Contractors will be requested to submit design (stage 1) and construction (stage 2) costs for a 'typical depot electrification project' along with stage 1 costs for both forthcoming projects at Wigan and Wythenshawe. Costs will be based on a supporting rate card and associated activity schedule.

Competitive flexible procedure description
This competition is being conducted under the competitive flexible procedure pursuant to sections 19 and 20 of the Procurement Act 2023. This procurement is for the award of a utilities contract pursuant to section 6 and Schedule 4 to the Procurement Act 2023. This procurement process leading to the award of the Bus Electrification Programme (Tranche 5+) along with any associated enhancement work is anticipated to comprise two stages: qualification and award. At the outcome of the first stage, TfGM will have established a shortlist of Candidates. TfGM intends to shortlist up to a maximum of 6 Candidates. The evaluation methodology to be applied during this stages of the process is fully documented in the PSQ document, TfGM will inform all Candidates who submit a compliant completed PSQ response whether or not they have been shortlisted to receive an ITN will lead to the Interested contracting partners are invited to complete the Procurement Selection Questionnaire (PSQ) for this procurement, consisting of design and construction delivery. PSQ's will be scored and up to six highest scoring contracting partners will be invited to participate in the Invitation to Negotiate (ITN) Stage. The ITN Stage will include a series of suitable technical and commercial questions relating to the requirement. These will evaluated, with the intention to appoint one contracting partner for the programme of works.
The award stage will commence with TfGM issuing the ITN to those Candidates shortlisted, thereafter, referred to as 'Tenderers'. These documents will provided greater detail about the requirement and associated information along with award criteria. A draft ITN will be automatically issued with the PSQ document for information.
