Haringey Council ("the Council") invites tenders from suitably experienced and qualified providers to deliver the provision of Housing Related Support (HRS) - Mental Health Pathway Services.

The purpose of the HRS Mental Health Pathway Services is to provide high quality supported accommodation and floating support services for people whose primary need is mental health. The provision will enable service users to retain and gain the necessary skills to live as independently as possible by building on their strengths and aspirations for the future. The Mental Health Pathway Services also provides a trauma informed service which will support recovery from mental ill health.

The Council is seeking to commission approximately 30 units of intensive floating support services for vulnerable and homeless people experiencing high levels of mental health needs aged over 18. Five of these units will be specifically for rough sleeping clients. The service will operate a flexible delivery model and provide support based on a clients specific needs that offers people a personalised pathway away from homelessness, that builds on their strengths and aspirations for the future.

List and brief description of rules and criteria

Tenderers applying for these contracts must have minimum of 3 years proven experience of delivering homelessness prevention and/or housing related support services to Adults whose primary need is mental health.

The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations 2015. MEAT for this contract is quality 60% and Price 40%. Tender submissions will be subject to minimum quality thresholds.
