The Automatic Hydrocarbons Network is currently operated for the Environment Agency by the Network Contractors, which at the time of contract issue for this capital procurement is Ricardo Energy & Environment, although this may be subject to change. Presently the network constitutes four TD-GC-FID ozone precursor analysers . These instruments are used to measure 29 of the 31 VOCs listed in Annex X of the Air Quality Directive 2008/50/EC (AQD). Theses VOCs are known as Non-Methane Volatile Organic Compounds (NMVOCs).

The Environment Agency are inviting bidders to test and provide a potential instrument to replace the existing instrumentation deployed on the Hydrocarbon network to measure the existing NMVOCs list in Annex X (in the AQ Directive) and additionally at least three of the following VOCs: ethanol, methanol, 2-butanone and acetone
