UKHSA is seeking to establish an agreement with logistics provider(s) who can offer a range of supply chain logistics solutions including, but not limited to, 3PL, 4PL or 5PL solutions. As such, we would hope to conduct an open tender exercise in accordance with the Public Contracts Regulations 2015 in the near future.

An overall need of UKHSA is to ensure that requirements and outputs are managed in a way that:·
Continues to provide a high-quality flexible service that can adapt to suit the needs of the population;

drives maximum savings
increases UKHSA efficiency;

promotes the use of ‘best practice’ in line with warehouse management system (WMS) and Medicines and Healthcare products Regulatory Agency (MHRA) regulatory requirements; and

provides full transparency of reporting and record keeping 

Critical to the success of the envisaged Contract are:

A high-quality service which operates 7 days a week providing movement of approximately 416 pallets/day across the entire UK

Storage of approximately 20,000 pallets in an ambient temperature environment in line with MHRA and National Audit Office (NAO) guidelines

Ability to provide fulfilment of PCR/LFD kits

Provision of a return logistics service is essential

A fully flexible service which can adapt to the needs of UKHSA in a timely manner

Full audit trail of documentation and reporting mechanisms.

No decision has been taken on the route to market for this opportunity. The Authority reserves the right to alter its route to market and may not proceed to tender this opportunity. The Authority reserves the right to make the final decision on the route to market following a review of the responses to this engagement which will consider feedback received in relation to the opportunity.

This Market Engagement is separate to any later procurement exercise. The Authority will not use this Market Engagement to inform the suitability of any future potential supplier. However, we strongly advise anyone who has an interest in being considered as a potential supplier should engage with this exercise.
