The Defence Science and Technology Laboratory (Dstl), part of the UK Ministry of Defence intends to award a Single Source Non-Qualifying Defence Contract valued at up to £206K (EX VAT) with Shimadzu UK Limited (“the Contractor”) for the Supply of a Shimadzu HPV-X2 Ultra High Speed Camera. It is considered that this Contract can be placed using the Negotiated Procedure Without Prior Publication of a contract notice pursuant to Regulation 32(2)(b)(ii)) of the Public Contracts Regulations 2015 for technical reasons.

The Contractor, as the UK Office of the Original Equipment Manufacturer for the Camera has the technical designs, tools, knowledge and know-how necessary to provide this specific Camera, the Authority does not own the rights authorising them to share the essential technical specifications that other economic providers require to redesign.

The Authority’s specific requirement and intended case requires an Ultra High Speed Camera capable of operating at 10 million frames per second over a 200 x 250 pixel resolution, be capable of recording “bright events” such as explosions, and be of a small enough size to be fully portable. The Authority considers that there are no reasonable alternative solutions commercially available that meets the Authority’s requirements.

This notice is not a request for expressions of interest so please do not apply to be invited to tender. This notice advises that the Authority has decided to negotiate a contract with the named supplier on a single source basis, and is published for reasons of transparency. If you are interested in becoming a sub-contractor for this requirement, you should apply directly to the supplier named above.
