Network Rail is reviewing the delivery of its apprenticeship programmes, including the technical skills training for the Level 3 Rail Engineering apprenticeships. Our vision is to be the first-choice employer for anyone wishing to be an engineer.
The purpose of this prior information notice is to understand the readiness of the marketplace to deliver Rail Engineering apprenticeships aligned with the apprenticeship standards and Network Rail competencies
Network Rail are endeavouring to collect valuable market feedback which seeks to inform the procurement decision-making process - e.g. a review of market feedback, assessment of options, and the selection of a preferred route to market.

Network Rail is currently delivering technical skills trainings centrally. In line with the recent regionalisation of the railways, Network Rail is also moving to a regional delivery model for technical Skills training apprenticeships.
The five regions of Network Rail are:
• Eastern Region
• North West & Central
• Scotland’s Railway
• Southern
• Wales & Western
The five technical disciplines of apprenticeships to be trained are: -
• Track
• Signalling
• Overhead Lines (OHL)
• Telecoms
• Distribution & Plant (D&P)
To deliver these technical disciplines, we are undertaking market research to find providers which meet the associated Rail Technician competency requirements. We are seeking providers which have the capability of delivering these programmes to the highest quality whilst providing value-for-money. The programmes are for the apprenticeship Levels 3. It is essential that throughout the delivery of the training content, railway context is provided with relevant examples of application to the industry, or the delivery of courses by a trainer with railway courses who can provide practical contexts gained from experience to the theoretical content.
