Description
The Council wishes to award a Contract for the provision of two wheeled and four wheeled bins in a variety of sizes, 140 litre, 180 litre, 240 litre, 360 litre, 660 litre, 1100 litre and 1280 litre including spare lids, wheels and axles for the North Yorkshire Council area.

North Yorkshire Council are looking for a suitable suppliers for the provision of two wheeled and four wheeled bins in a variety of sizes, 140 litre, 180 litre, 240 litre, 360 litre, 660 litre, 1100 litre and 1280 litre including spare lids, wheels and axles. The Framework is divided into 3 lots: Lot 1: 140L, 180L and 240L Lot 2: 360L Lot 3: 660L, 1100L and 1280L

Financial references and internal credit checks will be undertaken to analyse your organisation's financial position and determine the level of risk it would represent to the authority, having regard to the contract requirement and value, criticality and the nature of the market. The assessment of risk is based on sound business judgement rather than just a mechanistic application of financial formulae. If the authority deems the financial position of the organisation to be acceptable, the threshold is passed. If the threshold is not passed, then the Authority will disqualify the organisation, and the organisation will be rejected from the procurement process. Depending on timescales, further financial checks may be carried out by the authority between receipt of tenders and contract award which may impact on the contract award decision.

Justification for not publishing a preliminary market engagement notice
Expression of Interest was done with a Framework provider originally, as the original route was to use a Framework provider, the market leaders are known. After further discussion an Open Procedure was the best route to take for this procurement.
