Southern Water Services (SWS) is anticipating that AMP8 will be the largest investment programme it has ever undertaken, given its plans for WINEP and WRMP, and the service it is seeking to deliver for customers. SWS now wishes to secure a range of supply chain partners for the delivery of its AMP8 capital programme. The AMP8 regulatory period will run from April 2025 to March 2030. The current frameworks used for engineering, design and construction services have been in place for almost 10 years and expire on 31st March 2025. In procuring new frameworks, we are seeking to build on positive changes made in AMP7, but also to look beyond AMP8 and take important steps to reflect supplier feedback, moving towards excellence in all that we do. The new arrangements will offer the option of running for AMP9.
In parallel to this procurement process, Southern Water is working up its plans for PR24 – including working with our regulators and stakeholders to confirm the investment that will be available, and the capital delivery projects that will need to be undertaken. The PR24 process will benefit from having the AMP8 supply chain in place to assist with ongoing planning and transition to AMP8.
A collaborative framework will be established to deliver low complexity infrastructure design and build schemes.

two.2.4) Description of the procurement
Infrastructure framework - we are retaining the concept of the Low Complexity Delivery Route (LCDR) from AMP7 and procuring a new Infrastructure Framework to replace the Infrastructure LCDR. The new framework is intended to be used for routine asset replacement works which require limited design and can be readily packaged and allocated by Southern Water. We have a new framework for Non-Infrastructure (above ground asset) works, starting in 2023; this PIN notice is for the provision of Infrastructure (below ground) works.
The works and services for this framework shall consist of both Water and Wastewater Infrastructure related activities including; pre-construction survey and investigation, outline and detailed design, civils, mechanical, electrical, controls and instrumentation and commissioning works and services.
Services to be provided in respect to works relating to the Southern Water's water and wastewater pipeline and pumping station installations, covering; replacement, renovation and rehabilitation. .
Services to be provided across Southern Water's whole operating area.
The works may be let as either Pre- Construction Services contracts or Works Contracts.
Work may be allocated as individual projects or sub-programmes containing multiple projects, dependent on scale and complexity.
Projects will vary in complexity, ranging from small maintenance activities to the repair of strategic mains.
Work allocated will be largely planned works, though will include some re-active projects which will require a rapid response.
Technical services and capabilities relating to the development and delivery of Nature Based Solutions, Catchment based solutions, and adoption of low carbon technologies or working methods to assist us in our net zero ambitions
Technical services and capabilities relating to the practical implementation of innovation for capital programmes, including but not limited to digitization, modular construction, and adoption of new technologies
In general, we anticipate that Southern Water will act as the intelligent client, defining the asset need, options and prioritisation. This approach is detailed in our Asset Life Cycle Planning (ALP) process, which includes Risk and Value (R&V), and Investment Decision (ID) stage gates.
We anticipate commissioning projects, programmes or tranches of work from those on the Framework, through mini-competition or direct award.
