two.1.4) Short description

Southern Water Services (SWS) is anticipating that AMP8 will be the largest investment programme it has ever undertaken, given its plans for WINEP and WRMP, and the service it is seeking to deliver for customers. SWS now wishes to secure a range of supply chain partners for the delivery of its AMP8 capital programme. The AMP8 regulatory period will run from April 2025 to March 2030. The current frameworks used for engineering, design and construction services have been in place for almost 10 years and expire on 31st March 2025. In procuring new frameworks, we are seeking to build on positive changes made in AMP7, but also to look beyond AMP8 and take important steps to reflect supplier feedback, moving towards excellence in all that we do. The new arrangements will offer the option of running for AMP9.

In parallel to this procurement process, Southern Water is working up its plans for PR24 – including working with our regulators and stakeholders to confirm the investment that will be available, and the capital delivery programmes & projects that will need to be undertaken. The PR24 process will benefit from having the AMP8 supply chain in place to assist with ongoing planning and transition to AMP8.

A Collaborative framework will be established with a small number of Strategic Delivery Partners to cover the our base maintenance programme and the following 6 main areas of our PR24 business plan.

• Wastewater - Nutrients programme / Combined Sewer works / Bio Resources

• Water – Water recycling / Upgrades at our 4 strategic water production sites/ Network resilience

The lotting structure for the SDP will be finalised following further market engagement, parties interested in providing any of the water or wastewater capital spend areas outlined above are invited to respond to this PIN, SWS will shortly be engaging with all interested parties to seek the market’s inputs to assist in developing the appropriate lotting structure.

two.2.4) Description of the procurement

At least two, but up to 4, Strategic Delivery Partners working across the Asset Lifecycle Process.

Strategic Delivery Partners (SDPs) will help SWS develop and choose solutions for complex elements of our portfolio, and then deliver the design and construction work to achieve the outcomes required. This would require the SDP to work with us before the ID 1 gate (i.e. involved in need identification).

We anticipate allocating projects, programmes or tranches of work from those on the Framework shortly after the final determination is received from our regulator.

The Strategic Delivery Partners within this framework will be required to bring a coverage of specialist skills and capacity to deal with nature-based solutions, partnership working, net zero and catchment-based solutions.

two.2.14) Additional information

We may decide to break this framework into Lots to focus on areas of speciality; Water process / Wastewater process / Networks however we intend to keep the scope of the framework flexible. This lotting structure will be determined after market consultation / feedback, it is also dependent upon Southern Water's business plan for AMP 8 (PR24) which is in development.
