Sussex Commissioners are commencing market engagement activities for a specialist Medicines Optimisation in Care Homes (MOCH) Service as part of the Sussex Health and Care Partnership (SHCP) Enhanced Health in Care Homes (EHCH) programme.

The SHCP EHCH programme developed and agreed a best practice Multidisciplinary Team (MDT) model which includes the MOCH element. This best practice model will help to ensure a consistent approach to MOCH in each place in Sussex; Brighton and Hove, East Sussex and West Sussex.

A virtual market engagement event will be held on Friday 1st April 2022, for further details and to book your place please access the RFI documents via the e-tendering portal at https://in-tendhost.co.uk/soepscommissioning/aspx/Home.

A Request for Information (RFI) form has been issued to gauge market interest and provide the CCGs with valuable information to help update and improve the current service specification.

Please return the form via the portal by 12pm (midday) Monday 28th March 2022.

It is anticipated that the service would be offered for tender under a standard NHS contract for a period of 3 years commencing on the 1st February 2023 with option to extend for a maximum of a further two years.

Approximate value of contract = c.£2m p.a. for the whole of Sussex , so c. £10m for the 5 year Total Contract Value.

Key Aims and Objectives

To provide a specialist pharmacy service to proactively support people living in Care Homes to achieve better healthcare outcomes through optimal handling and use of medicines. This specialist pharmacy service will provide teams of Pharmacists and Pharmacy Technicians working within a multidisciplinary team (MDT) and with a unique focus on optimising medicines use for care home residents.

The MOCH services will provide strategic leadership and ensure oversight of medicines optimisation in care homes. The service will rationalise prescribing through Structure Medication Reviews (SMRs); reducing risk of medication errors, medicines harm and promoting evidence-based cost effective use of medicines in care homes. . MOCH teams will contribute to the MDT care of care home residents as part of the care planning process and provide technical support to care homes on the safe and secure handling of medicines within the homes.

This is a process designed to help the Commissioners form a view of the best way to commission the Service and is not the beginning of a tender exercise. A further tender advertisement will be issued at the appropriate time as/if required. You will not be disadvantaged in any subsequent tender process if you choose not to respond to this RFI but the Commissioners will use the level of response received as part of the supporting evidence for any next steps taken. The Commissioners wish to understand your views at this early stage, so you are encouraged to respond and complete the RFI form as fully as you can.

Please note: NHS England and Improvement have announced that the Sussex Health and Care Partnership, which is made up of all health and care organisations across East Sussex, West Sussex, and Brighton and Hove, has successfully met the criteria to become an Integrated Care System (ICS). An ICS is a way of working across health and care organisations that allows them to work more closely together, to take collective responsibility of the health and wellbeing of populations across large areas.

It is not anticipated that the statutory responsibility or accountability of the individual health and care organisations working as an ICS will be affected, save for the expectation that CCG organisations will be abolished and functions transferred to the ICS. As a result of these intended healthcare reforms, the Contracting Authority(s) currently NHS East Sussex CCG/NHS West Sussex CCG/NHS Brighton and Hove CCG, may change during the life of the contract
