two.2.4) Description of the procurement
In 2016, the Department for Transport (DfT) commissioned two bespoke studies, the Seafarer Projections Report and the Support for Maritime Training (SMarT) Review.
The Seafarer Projections Report examined the supply and demand for seafarers at sea and on shore with a subsequent gap analysis and included a forecast for trained UK seafarers at sea over the next decade.
The SMarT Review looked at the need for government intervention and the effectiveness of policy initiatives in place at that time. It also examined the costs of training for both officers and ratings.
The MCA wishes to update the SMarT Review, last conducted in 2016, to refresh the evidence base in order to provide a robust basis for future funding and decision making.
